SB 0115 - Vehicle Laws - Mandatory Seat Belt Use
Sponsor/Status: Senator Ida G. Ruben (D-Montgomery County), Senator Jennie M. Forehand (D-Montgomery County).

Purpose: This legislation would expand the application of specified mandatory seat belt requirements by prohibiting a person who is at least 16 years old from being a passenger in any seat of a motor vehicle unless the person is restrained by a seat belt; and limit a police officer to enforcing a violation of mandatory seat belt use laws with respect to rear seat passengers only as a secondary action when the police officer detains a driver suspected of violating another provision of law.

SB 0530 - Speed Monitoring Systems - Radar Cameras
Sponsor/Status: Senator Jennie M. Forehand (D-Montgomery Co.), et al. SB 0530 was assigned to the Senate Judicial Proceedings Committee. Similar legislation (SB 0409) was introduced in the 1999 session.
Purpose: This legislation would authorize specified law enforcement agencies to mail a citation to the owner of a motor vehicle that is recorded by a speed monitoring system to be in violation of specified laws regarding the operation of a motor vehicle in excess of specified speed limits; establish the content of a citation; authorize the sending of a warning in lieu of a citation; authorize reissuance of a citation to a driver of a vehicle under specified circumstances; require a citation to be mailed within a specified time period; etc.
Final Disposition: SB 0530 received an unfavorable report from the Senate Judicial Proceedings Committee.
