Proponents of gun control talk endlessly about what we can do to be safer or how we can make our children safer. I want to be safe and I want our children to be safe too.

But let me make it clear that I don't want to surrender my safety and my ability to protect my family to permit foolish and flawed social experiment proposed by organized proponents of cowardice. I want to change the lives of criminals so they are less able to prey on decent citizens.

If we start infringing on our ability to protect the decent people of society, if we start limiting our own freedom to visit places like Baltimore City and engage in our business and live our lives, then we are creating areas of decay and lawlessness and the people trapped in those areas will suffer from our neglect.

The vision that the police can protect us is false, particularly in places like Maryland where the authorities have lost the keys to the jail. We want to change the lives of criminals. We want to catch them in any hiding place and we want to put them in jail where their criminality is constrained. We need the police and stern judges to do that.

We also want to create risk for criminals whenever they do criminal acts and the police are not there to stop them. We want to be relentless, and we want to empower decent citizens to help. I believe it is important to increase risks for criminals by permitting ordinary decent citizens to carry concealed arms. The evidence from many states is that we will make Maryland a safer place if we do so.

The key to public safety is to trust decent people to do the right thing.
