Florida as a whole reports 903 murders in 2000 which is about 2.1 times the number annually reported in Maryland. Florida has a population of approximately 3 times that of Maryland. That means the Florida murder rate is 2.1/3 (70%) that of Maryland.
But Florida has a "shall issue" concealed carry policy and so has guns on the street in the hands of private citizens. How can it be the case that Florida has less murder than Maryland?
