Testifying to Legislative Committees

In the past, Senate and House committees heard gun bills on two days near the first of March.  Last year these bills were spread over several days from mid February to mid March.  The 2005 schedule is to be determined.

You are not likely to find parking down town in Annapolis after 9:30 am.  You can park at the Navy-Marine Corps Stadium ($4.00) and catch the trolley.  Round trip will be 75 cents (only pay one direction).  Let the driver know you'd like to get off at Legislative Services and when you get there, ask him/her where the Senate or House building is.

For the Senate Judicial Proceedings Committee, prepare 20 copies of your written testimony and any supporting documentation and deliver your material to the Committee room by 11:00AM the day of the bill hearing.

For the House Judiciary Committee, prepare 35 copies of your written testimony and any supporting documentation and deliver your material to the Committee room by one hour before the hearing starts on the day of the hearing.

You will have a couple minutes to give oral testimony and they don't want you reading your written testimony.  Sign up to give oral testimony when you deliver your written testimony or (you can sign up only for oral testimony even if you have no written)  The earlier you sign up, the more certain you will get to speak.  It's best to sign up early then walk around until the hearing.  When you sign up, you must choose to testify in favor or against the bill.

In testifying, you do best to pick a few points to emphasize.  If you try to cram too much into your time, you will make no points.
