Gun Violence as a Public Health Problem
Focus of March 9 Conference
A daylong March 9 conference sponsored by the University of Maryland School of Law, "Guns As a Consumer Product," will provide an overview of gun violence as a public health problem, beginning with Gov. Parris N. Glendening's keynote remarks and continuing with a presentation of epidemiologic evidence of guns as a public health problem and a panel discussing litigation against gun manufacturers.
Gov. Glendening will provide the keynote speech at 9:10 a.m. State Sen. Timothy Ferguson, a Republican representing Carroll and Frederick counties, will speak on the technological challenges of designing safe guns at 10:20 a.m. Maryland Attorney General J. Joseph Curran will deliver the luncheon address at 12:30 p.m. Topics to be covered include gun safety, guns and urban violence, and legislative proposals to reduce gun violence in Maryland, with such speakers as Vincent DeMarco of Marylanders Against Handgun Abuse; Stuart O. Simms, secretary of the Maryland Department of Public Safety and Correctional Services; and Thomas M. Scalea, MD, of the R Adams Cowley Shock Trauma Center and the University of Maryland School of Medicine.
Nearly 30 percent of men and 8 percent of women in the United States own a handgun, translating to an estimated 70 million guns in circulation. Many proposals have been suggested to reduce gun violence, from an outright ban on handguns to legislation that would require guns to be child-proof, tighten state law governing gun permits, or allow lawsuits against gun manufacturers.
The conference will be at the University's Baltimore Student Union, Terrace Lounge, 621 W. Lombard St. Registration and continental breakfast begin at 8:30 a.m., and the program concludes at 4:30 p.m. The proceedings of the conference will be published in a special symposium issue of the Journal of Health Care Law & Policy. There is no charge to hear the presentations. However, persons wishing to attend the luncheon and receive a copy of the proceedings will be charged $30.
